Development of Standard Operating Procedures (SOP) for Architectural Work of Subsidized Housing Based on Work Breakdown Structure (WBS) to Improve Quality Performance

In order to support housing for low-income communities and reduce the number of housing backlogs, the government has established an infrastructure program for the 2020-2024 Medium-Term Development Plan (RPJM) in line with the global spirit of the Sustainable Development Goals (SDGs). The housing aspect in the SDGs is mainly discussed in Goal 11, namely Making Cities and Settlements Inclusive, Safe, Resilient and Sustainable. More specifically, the target of SDGs 11.1 is to ensure access for all to decent, safe, affordable housing and basic services by 2030, as well as to organize slum areas. In data from the Central Statistics Agency in 2023, there was still a housing backlog of 9963.16. Continuing the government program, there is the Prabowo Gibran Housing Development program to build 3 million houses during his leadership. However, based on statistical data on consumer complaints from BPKN, there were 3241 complaints in the housing sector in 2017 to February 2, 2024. Although based on data from the Central Statistics Agency, the housing backlog figure has decreased, based on statistical data on consumer complaints at BPKN, there were 3241 public complaints in the housing sector in 2017 to February 2, 2024. The complaints were related to payment factors, building quality, social facilities, and public facilities. The success of implementing quality management for public housing in various countries proves that implementing quality management improves the quality standards of public housing. This study developed an SOP for architectural work on subsidized housing construction based on WBS to improve quality performance. WBS helps in creating a systematic SOP framework, this SOP is developed through the preparation of WBS, the formation of an organizational structure, the determination of the duties and responsibilities of each position, determining activities, identifying input & output and duration, and forming a communication flow based on the RACI matrix. From all these components, an SOP can be used which aims to improve the quality performance of subsidized housing architectural work. In this study, a relationship model between SOP and quality performance was also conducted as a measure of the success of this study.
